I absolutely love this book.  Each page has an image of a person.  The images on opposite pages match in some way or another.  Sometimes it is obvious, sometimes it is subtle.  It's a book that makes you think and sometimes makes you chuckle.  We bought it in its original French translation.  We read it in English at the moment, but eventually I'll read it in French with my kids once they understand enough.
 It's not really a children's book, so you may wish to translate things differently.  For instance, this may be a dead man or a sleeping man depending on the age of your audience.

The only other really questionable page is the executioner.  All other pages are totally child friendly.
I never have to introduce this guy.  My daughter interrupts me with, "Look!  He cut down the tree!"  That's right, honey... a masked tree-cutter...

The text is HUGE and in caps, so it's easy for an early reader to practice on.  There's no story, either, which is perfect.  Very young children are bored by stories.

This is definitely an all ages book.
